Factual Drought Index (FDI): a composite index based on precipitation and evapotranspiration

Droughts are mainly caused by rainfall deficiencies and high evapotranspiration rates. This article introduces a Factual Drought Index (FDI) as composite index, based on precipitation potential (PET). Its innovation lies in the fact that it does not consider total PET, but only amount of PET exceeds or falls behind corresponding average for certain time period. So far, PET-based indices take into account which semiarid areas, may lead to overestimation drought events. FDI was tested drought-prone Greece, year 1990, when country experienced an extreme event, its results were compared Standardized Precipitation (SPI) Evapotranspiration (SPEI). constitutes useful drought-management tool, satisfactorily identifies categorizes events is sensitive changes.
